In the next few days ( from 12/26/08 ) we will be adding a new item to colonial budgets.
This item is called Homeworld Supply Lines and it is an expense.
It is the cost that the GTC will charge the colony for transportation to and from the homeworld including materials/supplies (such as food... all intangible).
What does this mean? The further from your homeworld a colony is, the more it will cost per colonist in the colony. Larger colonies will be able to mitigate the expense better.
Your homeworld is determined by the location where invulnerability is set. Note: Full invulnerability does not matter.
We will be releasing a client patch that will indicate the Homeworld Supply Lines expense even though it will not be applied in order to gauge the expense better. The expense will NOT be taken out at that time, it will merely show you what the expense WILL be when the final patch is made.
EDIT: This client change that will permit you to see how the expenses will work will be released soon. It has not been released yet. - We intend to release it tomorrow ( 12/27/08 ) at which point it will display in the budget window on a per colony basis.
Clarification: The cost is based on a system-level basis. Colonies within the same system as your homeworld will not get an expense. Colonies in other systems will have to deal with the expense based on the distance that system is from the homeworld system.

The need to curb cash colonies is needed, however the method they are attempting to us to do this will is yet another ham handed attempt to fix an issue they did not foresee. They are fighting the nature of gamers and systematically killing reasons to play.
I should note that this thread on their message board had many good posts on it, however they were all removed and the thread was locked down because they feel that non-postive posts are more dangerous to the games survival then their own actions.
